William Bradley: California Republicans in Crisis: Another Big Shoe Drops

Another big shoe dropped Wednesday in the ongoing crisis of the California Republican Party. One of its young rising stars, state Assemblyman Nathan Fletcher, a decorated Marine veteran of the Iraq War, dropped his party registration to become an independent. Which might be a path forward for Republicans who don't reject modernity and governance.

Ranking Republicans privately bemoaned the fact that their party has a very thin bench when it comes to people who might win a future statewide election. Fletcher was part of a very short list.

Meanwhile, Governor Jerry Brown continued to get good news moving forward toward his November revenue initiative, a measure that would have been unnecessary had Republicans last year not rejected him and his more moderate course at that time on taxation.

Fletcher's move of course ties in with my "California Republicans Have No One To Blame But Themselves" and "The Real Game Change: Palinism's Rise, Moderate Republicanism's Eclipse" pieces here on the Huffington Post last week.

The Republicans have already seen their big strategic move for the year, the attempt to block the Citizens Redistricting Commission's new state Senate lines from going into effect, fail. The party used up its money on that hare brained venture and will no be hard-pressed to defend its members in new legislative and congressional districts. And it couldn't recruit a significant candidate to run against U.S. Senator Dianne Feinstein, even though it's a great low-risk opportunity for someone with a future to get his or her name out there.

So losing one of its few potentially electable future hopes is a big deal.

Not that it's not at least somewhat situational, mind you.

Fletcher, 35, is running for mayor of San Diego, with the first round election just under 10 weeks away. And the San Diego Republican Party endorsed a much more conservative city councilman over Fletcher. So Fletcher, who sought the party endorsement, is making a move he wouldn't have made otherwise.

But it's a move made necessary by his party's rightward shift.

It's not as though Fletcher is some sort of closet Democrat, or a liberal Republican -- yes, such creatures did once walk the land, in the Mad Men era -- or even a real moderate. He is a moderate conservative,

He hasn't moved to the left. His party has moved further to the right, with its endorsed candidate, San Diego City Councilman Carl DeMaio, helping lead the way.

Voice of San Diego has a useful compendium of stories chronicling the rightward move of the party in San Diego, as well as Fletcher's emergence as a rising GOP star and penchant for reaching across the aisle from time to time to get things done.

Fletcher backed Governor Jerry Brown's jobs plan late last year, in which the governor proposed to swap a much maligned big tax break for corporations doing business out of state for a set of tax breaks for businesses creating jobs in California. Fletcher provided one of the two Republican votes needed to pass the measure in the Assembly, but Brown couldn't find the two needed votes in the Senate to send the plan to his desk.

Fletcher has also backed gay rights, giving an emotional speech in the Capitol as a decorated Marine veteran opposing the "Don't Ask/Don't Tell" policy and voting for legislation requiring curriculum materials to reflect the role of gays and lesbians in history. And he's an advocate of renewable energy, voting for Brown's legislation to require that 33% of all electric power in California come from renewable sources by the end of 2020.

But, no liberal, he says he won't back Brown's November revenue initiative.

Actually, Fletcher comes from the mainline of the Republican Party. He's married to Mindy Tucker Fletcher, who was spokeswoman for George W. Bush's 2000 presidential campaign and later a deputy chief of staff for Governor Arnold Schwarzenegger.

And he's backed by some of the state's top moderate conservative Republicans, such as former Governor Pete Wilson (also an ex-Marine, who was first elected to the Assembly and became San Diego mayor before becoming the last California Republican to win a seat in the U.S. Senate, 30 years ago); Wilson's longtime chief of staff, Bob White, who managed Arnold Schwarzenegger's landslide win in the 2003 California recall election; and former Los Angeles Mayor Dick Riordan.

Fletcher, a graduate of California Baptist University, not exactly a hotbed of the counter-culture, enlisted in the Marine Corps Reserve after 9/11, rising to the rank of staff sergeant. He was decorated for bravery in combat in the Iraq War and for his work as an intelligence specialist in the Horn of Africa.

I don't know Fletcher, but I've met him several times, first at a Schwarzenegger party in 2006. He's personable and smart, with a certain mediagenic quality. I could see him mounting a serious statewide campaign in the future.

He's being aided in this campaign by new senior advisor Matt David, who served as Schwarzenegger's gubernatorial communications director and a John McCain aide and more recently was Jon Huntsman's presidential campaign manager.

Huntsman, of course, had an impressive third place finish in the New Hampshire primary but otherwise found it difficult to break through in a presidential primary process dominated by the hard right. Not that Huntsman, the former governor of Utah, was anything like a liberal. But the economic conservative Huntsman believes in the science of evolution and climate change. And he had been President Barack Obama's choice as US ambassador to China, and that was a bridge too far for Republicans this year, as Team Obama anticipated when the president made the appointment.

Fletcher's move sets up a very intriguing test case for Republicans who haven't turned their backs on modernity and governance.

San Diego, which is a longtime Navy town, has historically been a Republican town. But voter registration in the city doesn't favor Republicans any more. In fact, there are now nearly as many independents as there are Republicans, with indies at 27% and Republicans at 28%, with 40% registered Democrats.

Longtime Congressman Bob Filner, not advantaged in the new non-partisan redistricting, is the only name Democrat running.

A poll a few weeks ago for the U-T, the paper formerly known as the San Diego Union Tribune, shows right-wing Councilman Carl DeMaio in the lead at 24%, followed by Democratic Congressman Filner at 20%, with Fletcher tied with San Diego County District Attorney Bonnie Dumanis at 10% each. That leaves a whopping 36% undecided, more than enough to turn the election.

Fletcher has raised a million dollars, just behind the fundraising leader DeMaio with $1.2 million. But nearly half a million of DeMaio's warchest comes from himself. It will be interesting to see how Fletcher's move affects his leadership in fundraising from others.

Dumanis has raised $600,000 and Filner, the lone Democrat, trails with around $300,000.

Fletcher's move may well presage what Republicans of the non-far right will do in state politics: Go indie. The opportunity has been created by initiatives pushed by Schwarzenegger, aided by his chief political advisor Adam Mendelsohn, which took redistricting out of the hands of legislators and established an open primary system in which the top two finishers, regardless of party registration, go on to the general election. The move has already caused a big drop-off in Republican candidates signing the notorious no-tax pledge.

As I discussed last week in the "California Republicans Have No One To Blame But Themselves," which featured Schwarzenegger's prescient 2007 speech warning Republicans of what was to come, while Republican registration dropped four points between January 2008 and January 2012, indie registration rose three points. Democratic registration is about the same. The current numbers: Democrat 44%, Republican 30%, independent 21%.

A decade from now, independents may well have caught or surpassed Republicans, as is now the case in San Diego.

Which makes the San Diego mayoral race a fascinating proving ground for what may be a new politics in California. My initial guess, however, is that a moderate or moderate conservative running as an independent rather than a Republican will work best for someone who has not already established his or her identity as a Republican. But that could be wrong.

The ongoing problems of the Republican Party are mostly good for Jerry Brown. (They were bad last year, when he was trying to cut a deal, but life moves on.)

Brown may also benefit from a revealing Sunday piece by Steve Harmon in the San Jose Mercury News on the meaning of Ronald Reagan in today's politics.

It yields this priceless quote from far right blogger Jon Fleischman, a former state party vice chairman and ranking California Republican ideologist: "Raising taxes is a legitimate part of his history. But as a practical matter, a great number of conservatives will first learn that Reagan signed tax increases when they read this story. It's just not a part of the narrative."

Nope. Reality is just not a part of "the narrative."

Then there is the latest USC/LA Times poll.

Brown's new hybrid initiative, result of a compromise with the California Federation of Teachers and other members of a left-liberal coalition, tested very well in the soundings done by two national polling firms run by Democrat Stan Greenberg and Republican Linda DiVall, both of whom joined the poll's director, USC Unruh Institute of Politics director Dan Schnur, in a conference call to discuss the poll and its findings on Monday.

Schnur, former communications director for Republican Governor Pete Wilson and John McCain's 2000 presidential campaign, declared: "Governor Brown has pulled off a political coup" with his revised initiative. He has "removed the principal impediment to his plans with minimal substantive changes."

Unless significant financial opposition arises, he said, "It's a very adroit move by the governor."

And if that opposition comes from the business community and/or the very rich, it won't be that hard to demonize it.

The poll shows the revised Brown initiative ahead by a whopping 64% to 33%.

In contrast, the last remaining rival measure, heiress Molly Munger's plan to raise the income tax for virtually everyone, trails 64% to 32%.

As I've said all along, she has no chance of winning and is wasting her money in proceeding and my time in having to keep typing the obvious.

Brown's own ratings are constant, with 49-35 on job approval and 51-34 favorable/unfavorable.

As we've already seen, the Republican Party's ratings are down and falling.

HARRISBURG, Pa. (AP) ? A judge overseeing former Penn State assistant football coach Jerry Sandusky's child sexual abuse case on Thursday delayed the start of the trial by three weeks to early June, and prosecutors filed a lengthy court document that said the case should not be dismissed.

Judge John Cleland said the additional time was needed "to accommodate various logistical contingencies that have arisen," and the attorney general's office supported the postponement.

The prosecution's 21-page answer to a catch-all pretrial motion that Sandusky's lawyer submitted a week ago said the commonwealth had "broad latitude" to establish the dates of allegations in child sexual abuse cases. Sandusky has asked for more specifics about when authorities say the crimes occurred.

"Defendant cannot exploit the appalling breadth of his own criminal conduct by claiming it encompasses so long a period as to hamper his defense," chief deputy attorney general Frank Fina wrote.

The 68-year-old retired defensive coordinator faces 52 counts involving 10 boys over a 15-year period. He remains confined to his home to await trial. Prosecutors have accused him of engaging in a range of illegal behavior with the boys, including sexual assaults, allegations he denies.

Fina disputed Sandusky's argument that witness Mike McQueary will not be able to prove the charges involving a young boy McQueary said he saw being sexually abused by Sandusky in the Penn State showers in 2002.

"The defense appears to argue that an eyewitness who sees an adult man having sex with a child cannot provide sufficient evidence of the conduct of crimes," Fina wrote. "It is noteworthy that the defense provides no legal support for such a specious assertion."

The judge said a hearing remains scheduled for April 5 in Bellefonte to argue over the pretrial issues.

Fina wrote that the prosecution agreed with Sandusky's request to have prospective jurors questioned individually and to sequester them at trial.

In Sandusky's omnibus pretrial motion last week, defense lawyer Joe Amendola argued some allegations were not sufficiently specific, others lacked evidence and the statute of limitations may have run out in some cases.

Amendola released a statement saying that he's had only about two months to review "volumes of discovery materials" that he received from prosecutors in mid-January.

"We don't know if we will have all the information we need and are entitled to receive prior to the new trial date, but we will do our very best to be ready to proceed to trial on June 5th," he said in an email late Thursday.

Fina noted that Sandusky waived a preliminary hearing that would have allowed him to test some of the evidence against him.

"He cannot now be heard to complain the information is insufficient, having conceded the ability of the commonwealth to prove each count if submitted to a fact-finder," Fina wrote.

Fina told the judge that prosecutors expect to disclose additional information to the defense as the investigation continues. He asked the judge to allow Amendola to amend the omnibus pretrial motion two weeks after that additional information is received.

The prosecution filing said that a search of Sandusky's home in June was authorized by a valid warrant and that investigators legally intercepted conversations between Sandusky and two boys, identified as Victim 1 and Victim 9 in court records. They include a seven-minute conversation with Victim 1 in June 2009 and a conversation with Victim 9 about four days after Sandusky was arrested in early November.

"It is denied that the interceptions were in any way illegal or improper," Fina said. "It is absolutely admitted that the defendant 'was unaware of and did not consent to the interceptions.'"

Movie fans were overjoyed by Will Ferrell's announcement Wednesday night that "Anchorman 2" is finally happening.

The long journey since the release of the first film left us doubting whether a sequel would ever happen. With our doubts cast aside and our excitement on the rise, we've compiled a timeline of all the obstacles the team overcame to arrive at the ultimate destination.

August 14, 2008: Paul Rudd tells us he thinks "Anchorman" director Adam McKay and actor Will Ferrell were interested in doing a sequel. "Last I heard they were starting to write ['Anchorman 2']," Rudd says. The setting? Possibly the '80s or the moon.

May 27, 2009: Ferrell tells Aussie radio DJs Jono & Dana that he'll be meeting with the "Anchorman" creators to "figure out when and how" to get a sequel in the works.

August 28, 2009: In an interview with Empire magazine, "Anchorman" producer Judd Apatow suggests that in "Anchorman 2," Ron Burgundy, Brick Tamland and Brian Fantana will return as elderly men. "Those anchormen sometimes have their jobs until they're 75 years old," Apatow says.

September 1, 2009: Director McKay says that, due to the cast and crew's busy schedules, the sequel won't be available for another two years. He adds, "But we are definitely doing it." Whew.

April 6, 2010: Steve Carell confirms to our very own Josh Horowitz that the "Anchorman" cast "want[s] to do another one," but there is no script. "I don't think they've [even] decided on a story line yet," Carell says.

April 8, 2010: On the red carpet for his movie "Date Night," Carell lies about everything. He says "Anchorman 2" has already been shot in "just two days" while the cast was drunk. When asked if it was any good he says, "It's fantastic!" Honestly, with the talent in these comedians, we wouldn't be surprised if it was.

April 27, 2010: Adam McKay reveals that, aside from the actor's schedules, another holdup in the sequel is payment. Since the cast went on to become even more famous after the first movie, "Everybody's prices went up." Graciously, the cast agreed to take a pay cut, which is almost unheard of in Hollywood.

April 29, 2010: McKay dashes all our hopes and dreams in a single tweet: "So bummed. Paramount basically passed on Anchorman 2. Even after we cut our budget down. We tried."

May 3, 2010: Hope is restored! As it turns out, Paramount is eager to film the sequel. Deadline reports, however, the "Anchorman" team is forced to regroup as they have a budget gap of $30 million to overcome.

June 6, 2010: With financial issues in the way, Paul Rudd jokes that if "Anchorman 2" doesn't happen, "We'll look to do 'Anchorman 3.' "

July 19, 2010: Yet again, it seems as if "Anchorman 2" is never going to happen. The saddest part? Neither is the proposed "Anchorman" musical. A few days later, Christina Applegate says she feels let down by the news.

May 2, 2011: All hope is officially lost when Ferrell tells Collider that the sequel "is a brick wall right now" and they're "playing around with the idea" of a "Step Brothers" sequel instead.

And suddenly...

March 28, 2012: Ferrell announces on "Conan" that "Anchorman 2" is officially happening with the original director, Adam McKay, and most of the principal castmembers, including Steve Carell and Paul Rudd. The stars have aligned. It's finally happening. Cue celebration!

Country star George Jones hospitalized

Things haven't exactly gone to pieces, but George Jones needs a moment to regroup anyway.

The County Music Hall of Famer was hospitalized in Nashville Thursday with an upper respiratory infection and doctors -- who determined that he doesn't have pneumonia -- want to keep him at least overnight for observation, according to a statement on Jones' website.

But don't start calling him "No Show Jones" just yet.

The "He Stopped Loving Her Today" singer isn't scheduled to hit the road again until April 20, when he's due in Minnesota, so here's hoping the 80-year-old icon is feeling healthy by then.

Jones is perhaps just as well known in the country world for his often substance-fueled exploits as he is for his music. The hitmaker, who was famously married to Tammy Wynette from 1969 to 1975, was in a near-fatal DUI crash in 1999 that left him with a punctured lung
and lacerated liver.

He's been battling back ever since, performing at awards shows and maintaining a busy touring schedule. Jones is also nominated for Vocal Event of the Year heading into the 47th Annual Academy of Country Music Awards for collaborating with Aaron Lewis and Charlie Daniels on "Country Boy."

Asked just last week by Pantagraph.com how he feels about being referred to as a living legend, Jones replied, "Well, it is nice to know people think you're a legend -- especially a living legend."

"I think if you ask anyone my age why they keep working, they'll say, 'If I retire, what am I going to retire to?'" he said. "What would I do with my time?"

While trust in science remained stable among people who self-identified as moderates and liberals in the United States between 1974 and 2010, trust in science fell among self-identified conservatives by more than 25 percent during the same period, according to new research from Gordon Gauchat, a postdoctoral fellow at the University of North Carolina-Chapel Hill's Cecil G. Sheps Center for Health Services Research.

"You can see this distrust in science among conservatives reflected in the current Republican primary campaign," said Gauchat, whose study appears in the April issue of the American Sociological Review. "When people want to define themselves as conservatives relative to moderates and liberals, you often hear them raising questions about the validity of global warming and evolution and talking about how 'intellectual elites' and scientists don't necessarily have the whole truth."

Relying on data from the 1974-2010 waves of the nationally representative General Social Survey, the study found that people who self-identified as conservatives began the period with the highest trust in science, relative to self-identified moderates and liberals, and ended the period with the lowest.

In addition to examining how the relationship between political ideology and trust in science changed over almost 40 years, Gauchat also explored how other social and demographic characteristics?including frequency of church attendance?related to trust in science over that same period. Gauchat found that, while trust in science declined between 1974 and 2010 among those who frequently attended church, there was no statistically significant group-specific change in trust in science over that period among any of the other social or demographic factors he examined, including gender, race/ethnicity, and socioeconomic status.

"This study shows that the public trust in science has not declined since the mid-1970s except among self-identified conservatives and among those who frequently attend church," Gauchat said. "It also provides evidence that, in the United States, there is a tension between religion and science in some contexts. This tension is evident in public controversies such as that over the teaching of evolution."

As for why self-identified conservatives were much less likely to trust science in 2010 than they were in the mid-1970s, Gauchat offered several possibilities. One is the conservative movement itself.

"Over the last several decades, there's been an effort among those who define themselves as conservatives to clearly identify what it means to be a conservative," Gauchat said. "For whatever reason, this appears to involve opposing science and universities and what is perceived as the 'liberal culture.' So, self-identified conservatives seem to lump these groups together and rally around the notion that what makes 'us' conservatives is that we don't agree with 'them.'"

Another possibility, according to Gauchat, is the changing role of science in the United States. "In the past, the scientific community was viewed as concerned primarily with macro structural matters such as winning the space race," Gauchat said. "Today, conservatives perceive the scientific community as more focused on regulatory matters such as stopping industry from producing too much carbon dioxide. Conservatives often oppose government regulation, and they increasingly perceive science as on the side of regulation, especially as scientific evidence is used more frequently in the work of government agencies such as the Environmental Protection Agency and in public debates over issues such as climate change."

The study also found that the declining trust in science among conservatives was not attributable to changes among less educated conservatives, but rather to rising distrust among better educated conservatives. "It is a significant finding and the opposite of what many might expect," Gauchat said.

As for the study's implications, Gauchat said it raises important questions about the future role of science in public policy. "In a political climate in which all sides do not share a basic trust in science, scientific evidence no longer is viewed as a politically neutral factor in judging whether a public policy is good or bad," said Gauchat, who is also concerned that the increasingly politicized view of science could turn people away from careers in the field. "I think this would be very detrimental to an advanced economy where you need people with science and engineering backgrounds."

Police: Car thief who crashed was eating, texting

(AP) ? Texting and eating while driving? Not the best plan. Do those things while driving a stolen truck and the trouble mounts.

Kennewick, Wash., police say a Chevy pickup truck previously stolen in nearby Richland ran into a ditch and drove through some logs and lawns before hitting a home Wednesday.

Neighbors and the homeowner saw a man run from the scene. A Benton County sheriff's deputy in the area made an arrest a short time later.

Spokesman Mike Blatman tells the Tri-City Herald (http://is.gd/wUepmy ) the arrested man said he was eating a croissant and reading a text message when he lost control of the truck.

The spokesman says 32-year-old Jeromy Kirkendall of Kennewick was booked into the Benton County jail for investigation of possessing stolen property.

It wasn't immediately known if Kirkendall has an attorney or how much damage was done to the home.

Amy Neumann: Social Good Stars: Causecast CEO Ryan Scott on the Future of Cause Marketing

Ryan Scott, CEO of Causecast, is a visionary idealist with a plan. He is a successful entrepreneur and thinker; a humanist and a philanthropist; and an investor and adviser to many interesting companies and charities. You are widely regarded as the "Father of Opt-In Email Marketing." You gave people an additional voice and freedom (to opt-in, or not) before people even asked. How did that affect your charity vision?

Opt-in was the result of my sense of social justice. We have the technology to ask people to subscribe rather than spam them and force them to opt-out - or in the case of the postal world, just spam them without regard for whether or not they want to get off the list. We have the technology for mass customization so what is the excuse for not using it? We can do direct marketing in an ethical way on the internet, and in fact we have to, so let's do it.

My charity vision comes from that same sense of social justice. We ask nonprofits to solve the world's toughest problems with a challenging business model. As a society, we reward selling sugar water far more than we reward building wells. This perverse incentive does nothing to solve the issue of lack of clean water, but it creates the altogether new problem of obesity. Clearly this is not sustainable. Capitalism can and must be better leveraged to help nonprofits do their work. It's just too powerful of a force to ignore. Luckily, it's pretty easy to harness the power of capitalism and by vastly improving this mutually beneficial partnership we will start to actually solve the world's most pressing problems.


As a proponent of environmentalism and social justice, what social media platforms have jumped out at you as far as helping there?

The major social networks and publishing platforms can have a huge impact on social awareness and change. I can't point to just one -- as a marketer you have to use them all for their strengths. Unfortunately this is not one of those questions that has an easy solution.



You are active with many organizations, including Keiretsu Forum, the President's Council of Planned Parenthood, the Long Now Foundation, and the Methuselah Foundation, among others. Are there trends you've seen online that have helped with expanding these causes?


Developments in the online world have increased the capacity of nonprofits and opened up new possibilities. For example, at Causecast we introduced free donation processing, which makes giving far less costly, and the ability for nonprofits to participate in workplace giving programs of corporations, also for free. But there are also pitfalls to online cause innovations. There is so much noise online, and it can be easy to create an app that is too difficult for NPOs to follow. Worse, I've seen some cause marketing campaigns where the brands are getting much more value than the nonprofit partners. I've seen many smaller nonprofits spend valuable time promoting a brand but competing against far more popular nonprofits, giving them no hope of winning. The time spent promoting the brand would have been better spent honing their core fundraising skills. Luckily there a lot of exceptions to this, for example Toyota's 100 Cars for Good program in which all participating organizations walk away with something for their time, and organizations are paired with other organizations of similar size, making it more fair.


What other trends do you think nonprofits can leverage right now to help advance their message?

Workplace giving and volunteer programs are becoming a critical aspect of employee engagement, which is an essential key to employee recruitment and retention. Traditional corporate philanthropy only goes so far -- companies need to get their entire workforce involved in order to make a difference, and nonprofits should make sure that they're exposed to employee-based streams of fundraising and volunteerism. When employees get involved with nonprofits as a part of workplace programs, everyone benefits -- nonprofits, the engaged employees and corporate bottom lines. That's why Causecast developed a technology platform to help nonprofits connect with business workforces.


Social good marketing gets a lot of positive coverage these days. Do you feel it's a win/win for brands and nonprofits? How do consumers/donors benefit from these social good partnerships?

It's always a good thing when the private sector supports the public sector, no matter what the reasons. But cause marketing can feel like just that -- marketing -- if it's not backed up by authentic engagement by the employees of the company.


Where do you see "Social Good/Cause Marketing" heading in the next two years?

Cause marketing is clearly the future of marketing. In fact, when you see that 90% of consumers will switch brands to one that supports a cause, you quickly realize that all marketing will be cause marketing. Despite some attempts at causewashing, it's here to stay.

As you can tell, I'm really excited about employee cause engagement or workplace giving and volunteering. In fact, I predict all cause marketing campaigns will ultimately be launched to the public from within the workplace, by the employees of the corporation, not solely from the marketing department. Because what, after all, is the heart and soul of a company? Its staff. If they pick the nonprofits the company should support, if they are involved in crafting and promoting the campaign, it's as authentic as it can be.

Soon, and this is our most active area of development, we'll see companies competing with each other to make the most positive social change. I can't think of a better reason to be hopeful for the future than that.

There's a price war going on among roaming SIM card providers, and anyone traveling overseas can benefit. For smartphone data users, the best bet right now is Telestial's Passport line of SIM cards, with data rates as low as 39 cents per megabyte. That makes it one of our Editors' Choices for roaming SIM cards, at least for the moment.?

Setup and Usage
Most American phones either don't work in Europe, or carriers charge insanely high roaming rates to do so. While the cheapest way to go when traveling is to purchase local SIMs to slot into an unlocked phone, there are plenty of reasons travelers might not be able to. I've been there. I've arrived in Spain on Sunday when the cell phone shops weren't open. I've gotten a SIM card in China, all of whose instructions, and whose phone UI, was solely in Chinese. Special roaming SIMs, designed to be slotted into inexpensive unlocked phones, help with that. You can order them before you leave, they work in multiple countries, and they have clear, English-language instructions, robust websites, and technical support.

We tried a Telestial Passport SIM in an HTC Sensation 4G (4 stars) and an unlocked Huawei U9000 Android-powered smartphone. To activate the SIM, you log into a simple website before you leave the country; there you'll get your free U.S. number. The Passport SIM comes with a both a generic U.S. number and a U.K. number tied to Jersey Telecom. You want to hand out the U.S. number, as it's expensive to call Jersey Telecom phones from pretty much anywhere. SMS messages will appear to come from the Jersey number, although folks can reply to the U.S. number.

Popping the SIM into my Sensation, I got voice and data service immediately after landing in the U.K. I also had no problem in Spain. The U9000 required me to manually set the phone's data APN and choose the roaming provider, which Telestial provided a sheet of instructions for. There's also 24/7 customer service with local numbers in 17 countries.

Dialing is a hybrid of direct-dialing and the old callback system. You direct dial numbers, but then it immediately hangs up and you have to wait to receive a call to connect. I found this less annoying than the traditional callback system used by Cellular Abroad, which makes it impossible to use your phone's address book.

Beyond that, it was smooth sailing. The SIM offers voicemail and quick ways to get your account balance, recharge your card, or talk to customer service. I got 3G speeds in both the U.K. and Spain.

Rates and Features
I spent two weeks with the Passport SIM, using it relatively freely with an Android phone with background data turned off?an absolute must if you're roaming with Android. Turning off background data prevents any app that isn't in the forgeround from using data. I spent $104, including the price of the SIM. That included about 80MB of data, 43 minutes of calls, and 32 outbound text messages.

Telestial's Web-based management page gives extremely detailed call and data usage records, which is a big help. Any data connection, no matter how small, will cost 5 cents?that's the rate for 100KB.?

There are actually three varieties of the Passport SIM: Passport Lite ($5, including $5 in airtime), Passport ($19, with $10 airtime) and Passport Plus ($29, with $10 in airtime.) As you pay more up front, call rates per minute generally go down. There's one exception to this rule: Passport Lite's data rates are actually lower than the higher-ranked cards, with rates starting at 39 cents per megabyte, although its call rates are considerably higher.

The standard Passport card is a decent middle ground. Like all roaming SIMs, Telestial has highly tiered rates. Calling rates are competitive in several dozen countries, with outbound calls of 49 or 84 cents per minute and, most importantly, free incoming calls in 84 countries from Algeria to Zambia. Other SIMs may offer lower outbound rates, but I haven't seen other SIMs with quite such a wide range of places with free incoming calls.

The real show here is data, though. Passport offers its lowest data rates, a luscious 49 cents per megabyte, in 26 countries: Czech Republic, Denmark, Egypt, Estonia, Finland, Germany, Greece, Guernsey, Hong Kong, Hungary, Ireland, Italy, Jersey, Latvia, Lithuania, Malta, Netherlands, New Zealand, Norway, Portugal, Romania, South Africa, Spain, Sweden, Turkey and the U.K.. Four others (France, the Isle of Man, Monaco and Switzerland) clock in at a competitive $1/MB.

Comparing Telestial's rates to competitors is difficult. I'll focus on our other Editors' Choice, Maxroam (4 stars). Telestial charges up to $30 more up front for its SIM, but Maxroam's data rates bottom out at $1 while Telestial has its 49-cent countries. (Truphone's Tru SIM (3 stars) has even lower data rates, but only in the U.K. and Australia; it's more expensive elsewhere.) Passport offers free incoming calls in more countries than Maxroam does.?

But Maxroam's outbound call and SMS rates from Western Europe to U.S. numbers are lower than Telestial's, at 64 cents/minute and 17 cents per message as compared to 84 cents and 69 cents per message. Telestial also offers a free U.S. number; Maxroam charges $8 for a local number in countries other than the U.K..

Processing my $104 European jaunt, I would have paid about $120 with Maxroam. But if I had used less data and made more calls, Maxroam would have come out ahead.?

Conclusions
The Telestial Passport SIM competes with a steadily growing number of competitors, including Maxroam, Truphone's Tru SIM, and OneSimCard and WorldTravelSIM, which we haven't reviewed but which offer similar features and rates. The Passport costs up to $30 more up front than some Maxroam configurations, but you can make that back if you're a heavy smartphone data user.

The Passport SIM is reliable and easy to manage, and works in a wide variety of phones. It's worthy of our Editors' Choice, although it's going to have to share the award with Maxroam. Heavier data users should go with the Passport; lighter data users should pick Maxroam.

Roaming geeks should also consider XCom Global's rental hotspot (4 stars), which has unlimited data in some countries. That device can connect not only your phone, but also your tablets and PCs. Finally, Boingo Mobile (3.5 stars) sells access to a huge number of Wi-Fi hotspots for an unbeatable $8 per month, but coverage isn't city-wide and varies dramatically from city to city around the world.

Bahrain police install cameras to curb abuse

MANAMA (Reuters) - Bahrain is installing video cameras in police stations to try to clean up its human rights image after crushing a pro-democracy uprising last year, but activists say off-camera abuse continues in other locations.

At al-Hoora station in Manama, closed circuit television will record police interrogations in rooms with padded grey walls. Rooms without cameras are set aside for detainees to consult lawyers. Other areas of the station are also monitored.

"We chose the color grey because it's an international standard and it calms people. Anyone in a state of violence has to be calmed down," said Brigadier Mansour Alhajeri, a police officer conducting a tour for journalists.

He said seven other stations were now being fitted with the monitoring system and all 33 stations would be covered by October.

But the cameras, introduced after an inquiry led by international jurists uncovered five deaths under torture last year, will not be installed in at least five riot police bases where activists say youths have been beaten.

"They don't detain anyone, any arrests will be handed over to police," police chief Tareq al-Hassan said when about the absence of cameras in the bases from where riot police using jeeps and armored vehicles move to handle protests.

The United States, which sees Bahrain as an ally in its conflict with Iran, has held up arms sales, including anti-tank missiles and armored humvees, until the Gulf island state shows progress in implementing human rights reforms.

Bahrain has been in turmoil for over a year as opposition parties dominated by the Shi'ite majority population demand an end to the Al Khalifa family's hold on power and Shi'ite youths clash daily with Sunni-dominated riot police, many of them foreign hires.

Banking, tourism and real estate have slowed as the unrest scares off investors and strains the economy, while the clashes have intensified in the past three months.

Police say they show restraint in the face of rioters who attack them with petrol bombs and iron bars, damaging vehicles and wounding personnel.

But opposition and rights activists say 32 civilians have died since June, many from the effects of tear gas or direct hits by tear gas canisters and sound bombs.

The government questions the causes of death and their attribution to the political conflict.

The U.N. High Commission on Human Rights said this week it was concerned about a disproportionate use of force and excessive use of tear gas and would investigate the death toll.

OFF-CAMERA BEATINGS?

Bahraini rights activists list three informal detention centers where Shi'ite youths are beaten up by riot police before release, while others are beaten in the street.

"More than 160 people have been beaten in these places," said Mohammed al-Maskati, head of the Bahrain Youth Society for Human Rights, naming one site as a youth hostel in Sanabis which police acknowledge has been transformed into a riot police base.

Maskati said abuse had moved out of the range of cameras.

"In the past four months I never heard of anyone abused in a police station. They are hit before they reach there, that is the technique they use now," he said, citing 10 teenagers mistreated in an unused building in Dar al-Kulaib this week.

A 16-year-old was abducted on Wednesday in Sanabis and found unconscious several hours later with his hands tied, underpants removed and trousers pulled down. His family filed a complaint to public prosecutors, blaming plainclothes detectives.

The interior ministry said it was investigating the incident.

John Timoney, a former Miami police chief hired to advise on the reforms, acknowledged that monitoring of detainees before they arrive in police stations was a relevant concern.

"If an arrest is effected, they should be taken to the nearest police station in that area. I take your point - police officers are directed to take them to the nearest police station," he said when questioned at a news conference.

He added: "If anybody has any information on secret locations of that nature, we want to hear it."
